Scene is a framework provider for the Technical Assistance Framework for Tees Valley Combined Authority Tees Valley Combined Authority and the NEY Net Zero Hub. The framework provides access on an as-needed basis to a range of complementary technical expertise to augment these organisation's technical capacity and provide enhanced support across energy workstreams to achieve their objectives. Scene has been a framework provider since 2023, providing expert support to community and public sector energy projects. With the framework running until 2025, Scene will continue to offer support to organisations in the North East of England to address the climate emergency and to deliver economically and socially transformative energy projects. Scene provides a number of services under the Technical Assistance Framework, including:
1. Technical support for low carbon project development and delivery, including electrical and heat generation, storage and supply
2. Technical support for energy efficiency and circular economy projects, such as retrofit and natural carbon sequestration projects.
3. Net zero project planning, strategy development, and commercial modelling, including Green Book business case preparation, carbon literacy training and energy auditing.
4. Commercial support, including cost estimation, financial modelling, investment portfolio development and bid writing.
The framework seeks to deliver net zero emissions via low carbon development in an efficient and fast process. Scene's work plays a role in helping North East of England's net zero transition happen in a way which is equitable whilst seeking to mee the climate change targets of local and national government.
